I am looking for info on how to start a township police dept. I am told with Township Police there is no mayors court all citations go through county in may case Brown County. I want to know if twp police is possible here for us .

All townships are run under ORC, so you are correct, everyting would go to county court. A twp. PD would be regulated by the township trustees, so it would be up to them to form the PD.
